Qianhai is in western Shenzhen, Guangdong Province, on the eastern bank of the Pearl River Estuary, near Hong Kong; it is the future demonstration area of in-depth cooperation of Guangdong, Hong Kong and Macao and new urban center. It’s in order to plan and construct a bunch of high-level and high-quality landmark buildings, forming new landmarks in Qianhai in terms of model, design, and function, etc., and increase the influence and appeal of the region. There are plans to build Qianhai International Financial Exchange Center at Unit 1, Guiwan Area, Qianhai, and currently the Tender for the Architectural Scheme Design of Qianhai International Financial Exchange Center (hereinafter referred to as the "project") is in progress.
This project is hosted by the Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone and organized by the Shenzhen Qianhai Development Investment Holdings Co., Ltd. We sincerely invite the domestic and overseas design organizations and winners of famous architectural design awards to participate in the project. We will select the most creative and international vision of the design scheme and build a waterfront public building as the new landmark of Qianhai City with high standards and starting points.
1. Basic situation of the project
1.1 Project Positioning
Qianhai International Financial Exchange Center will be the first world-level conference center in Qianhai and positioned as the venue for multilateral summits of heads of state, to serve the government of Guangdong-Hong Kong-Macao Greater Bay Area, public institutions, enterprises, associations, etc., and as a complex conference venue with conferencing as the main function and other functions such as catering, banquet holding, hotel accommodation, quality product exhibition, new product launching, and festival activities.
1.2 Project location
Located on Plot 01-01-01 and Adjacent West Plot, Unit 1, Guiwan Area, Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (“Qianhai Cooperation Zone”) (see Fig. 1.1), this project has Shuangjie River Water Corridor Park on its north side, Linhai Avenue and Qianhai Integrated Transportation Hub and Superstructure Project on its east side, Performance Park on its west side, and Jingxing Seascraper and Jingxing Sea Plaza Project on its south side. This project covers an area of about 51,000m2, with the land to be used for two parts: area of the east plot (Plot 01-01-01) is about 27,000m2, which will be the project construction land, and area of the west plot is about 24,000m2, which will be used as public open space and a part of the Performance Park. The underground space can be used to set up as basement, but buildings cannot be build on the ground.
1.3 Project Scale
Total floor area included into FAR calculation of about 130,000㎡,including the floor area included into FAR calculation of the conference center is about 80,000㎡ and the hotel has a floor area included into FAR calculation of 50,000㎡.The area of underground space of about 100,000㎡.
1.4 Work Content
1) Architectural scheme design;
2) Conceptual landscape design;
3) Conceptual interior design (meeting room lobby, main conference hall, and banquet hall);
2. Tender
This tender is open to the world to collect creative ideas and scheme design. The domestic and overseas top design organizations are welcome to participate in the tender.
1) Domestic and overseas design organizations with relevant design experience may apply for participation. Joint groups are permitted; however, a joint group shall consist of no more than 3 members, and each member of the group shall not further apply alone or repeatedly participate by joining another group with other design organizations. Applications from individuals or teams of individuals will not be accepted.
2) Designers involved in the bidding shall be registered personnel of the bidders, and the principal designers of the team shall have similar project experience and deep participate in the full process of design. There shall be at least one person who understands Chinese well among the project designers, so as to guarantee their correct understanding of the background of China and relevant requirements.
3. Application
The application for this tender project shall be filed from November 6, 2018 to November 27, 2018 (15:00 p.m.) (Beijing Time, the same below).
Application institutions shall, before the closing time for application, serve the paper documents of application materials and a USB flash drive to the window on Floor 2, Design Building, No. 8 Zhenhua Road, Futian District, Shenzhen City(Only accept on-site submission of documents, subject to the time when the paper documents are received and the overdue submission will be rejected).

4. Tender Description
4.1 The Tenderer will set up a prequalification committee according to law, which will select 7 bidders to enter the second stage of competition according to the bidders’ prequalification application documents such as company qualifications, achievements, and team to input for the project.
4.2 Bidders shall submit deliverables as required by the Design Brief, and the scheme review committee will review and select the top 3 without ranking through open ballot.
4.3 The tenderer will set up the bid award committee to voting the winner from the candidates of successful bidders recommended by the scheme review committee, and sequence the other two bidders as the second place and third place.

4.5 The tenderer reserves the right for the interpretation of the Tender Document, with the language of interpretation subject to Chinese.
