Architects taking part in this competition shall design a new square. It is to take the place of the central fragment of the vast Plac Defilad [Parade Square] in the very center of Warsaw. That square was created together with the Palace of Culture and Science Building, which until 1990 had been the second highest building in Europe and is seen by many as a symbol of Poland’s subjugation to the Soviet Union.
The partial building up of Parade Square has been planned since the beginning of the nineteen–nineties. However, it was the taking on of concrete expression of plans for the building of the Museum of Modern Art and the TR Theater on these grounds that provided the impetus to organize and/or create public space coupled with those facilities.
Due to the historical role and importance of the square in public awareness as well as its central location in the city, its future form requires in–depth studies and community participation in the design. It is these ends that this architectural competition is to serve. It will combine the quest for a vision of high–quality public space—the competition designs—with public consultations on the awarded designs, which as a result of negotiations with the awarded teams will lead to the identification of the contractor for the square design.

The organizer of the competition is the Capital City of Warsaw. The procedure will be conducted in the City’s name by the Architecture and City Planning Department.

We want to finally “break the spell” cast on this site and return it to the city and to the city’s inhabitants. The people of Warsaw will have an important say in this matter. We will consult works selected in the competition with them. I am very interested in the answers architects provide to this difficult competition challenge as well as in the voices of the inhabitants that will be collected during public consultations.

We are looking for a new identity for this place—a place that is important to the people of Warsaw and to guests visiting the capital. We are looking for a vision of how it will look, not only during holidays, but day in, day out, at various times of the day and seasons of the year. This competition is being treated as an element of public consultations as postulated by Warsaw’s activists.
Due to its historical role and importance in the awareness of the population as well as because of its central location in the city, the future form of the square requires in–depth studies and social participation in the design process.
The winning competition entry will be identified through a nonstandard, three–phase procedure:
• Phase I: The architectural–urban planning competition in which the competition jury will award equivalent awards.
• Phase II: Public consultations in the form of public discussions on the awarded designs.
• Phase III: Negotiations with the authors of the awarded designs, taking into account the public consultations and concluded with the identification of the winning work.
The competition organizers assume the awarding of five equivalent awards of PLN 50,000, equal to approximately EUR 11,500 (gross), each, as well as an invitation for all those awarded to negotiations—a negotiation procedure without announcement (procedure for the granting of a public order whose subject shall be the detailed development of the competition design that is to serve as the basis for the building of the square).
The authors of the best works will be awarded with equivalent prizes and invited to take part in negotiations. The selection of the best design studio that will develop the working drawings and specifications will be preceded by public consultations organized during an exhibition of the competition designs within the framework of the “Warsaw under Construction” Festival as organized by the City, the Museum of Modern Art, and the Museum of Warsaw. Its successive edition will take place on Parade Square under the theme of “Parade Square: Step by Step.”
The festival will recount the history of Parade Square, the successive competitions for its transformation, and will look at the debate surrounding its metamorphosis. It will help inhabitants analyze the substance of the competition designs. Consultations will include numerous workshops as well as on–call consultations.
