Lithuanian State enterprise Turto Bankas announced an open international architectural competition for a new Ministries Quarter in Vilnius. In the central Vilnius’ territory of approx. 2.7 ha, Turto Bankas is planning to create a quarter that would house 9 ministries, as well as other public institutions and agencies. In total the floor area would reach 55 000 sq m approx.
The participants are invited to create an open to the public, user-friendly, environmentally sustainable solutions, maximizing the use of the site area and minimizing the cost of building maintenance. The Quarter will envisage a flexible working environment, adapted to different needs; an integral, lively, and cohesive public space that is attractive to the citizens and visitors of the city. The headquarters of the Lithuanian institutions should reflect the open, human, entrepreneurial, modern, and democratic nature of these. Shared spaces, cafes, restaurants, commercial premises, and social functions that create vitality and urban bustle are to be a part of the complex.
The project will be implemented in phases.
A scope of the contract with the competition winner will encompass preliminary design proposals for the whole quarter (competition territory that overpasses the boundaries of the plots owned by Turto Bankas); technical design, working design, interior design and supervision of project implementation for the central plot and new buildings in it; guidelines for the 2 other plots inside the competition territory, including building envelopes. Additional technical design for landscape and infrastructure may be commissioned by the City for the remaining plots that don’t belong to Turto Bankas.
The entries will be evaluated by a jury, consisting of 7 members, prevailed by professional architects:

Evaluation criteria:
● Integrity, quality of the architectural, urban idea (35%)
● Functionality (30%)
● Sustainability (20%)
● Price of design services (15%)
Monetary prizes:
● 1st place – EUR 50 000;
● 2nd place – EUR 35 000;
● 3rd place – EUR 25 000.
